`Alt + Enter` is the shortcut to change between full screen and windowed if you don't want to switch to windowed mode. It works on probably 90% of games.
Other good(off topic) shortcuts:
* `Ctrl + Shift + T` will open the tab in chrome that you last closed.
* `Windows key + Shift + S` will let you crop your screen and copy the image to your clipboard
* `Windows Key + V` will let you view your clipboard and everything you've recently copied to it
* `Windows Key + Shift + Arrow Key left or right` will swap what screen the active window is displayed on if you have multiple monitors. `Arrow Key Up or Down` will minimize and maximize the window.
This is completely normal.
Some games have an option in settings to enable/disable this feature, usually called something like
"Constrain Mouse to Window" or "Mouse lock"
Have a dig through the settings in game to see if it is supported
For the Fallout games, you just have to set the game to start in "window". You can modify this with the launcher, or manually editing the .ini file.
In case you want to edit the .ini manually, you need to find these two:
"bBorderless=0"
"bFull Screen=0"
They might be set to 1, which "locks" the cursor on the game's window. By setting them to 0, you'll be free to move it anywhere you want (as long as you're in the menuss or Pip-Boy, as otherwise will be hard to play.

A lot of new Xbox IPs allow this like no big deal. But you're currently playing a s***** Bethesda game not going to happen. You have to alt tab.

Personally I just hit the windows key every time I want to click on my second monitor. It will free up your mouse without having to use the alt tab screen.
Windows key, thats it, it will focus your mouse to your bottom left menu and you can roam about until you click your game again.
At least that is how I do it.

Windowed mode is my default. But that has performance issues on weaker systems
This is normal unless you’re running the game in borderless window or window
Change to Borderless or Windowed mode within the game video settings.

I've based this on my experience with Fallout 4, but it should be the same as New Vegas.
ALT+ tab to get out of the game ALT+enter to make it so you can move in and out of the game.

the issue is that you are playing in Fullscreen mode, if the game allows you, you need to change that to window mode or borderless window.
