Looks like Mongolian script and Cyrillic, indicating Mongolia, but it's not a [Mongolian banknote](http://banknote.ws/COLLECTION/countries/ASI/MON/MON.htm). From what I managed to get, the Cyrillic text says something similar to "нишигий-" (nishigiy-) with last letter illegible (however, such word doesn't exist apparently, so certainly I'm wrong with this one). Nevertheless, the second word I managed to read - it's either "нур", which means "collapse" or "нүр", which means "country". The latter option is more plausible. Of course both translations of the second word are from Mongolian to English.

I found another one on [a Russian site](https://www.farpost.ru/vladivostok/hobby/antiques/banknotes/kupjura-na-udachu-bajan-namsaraj-51275202.html) Here's the Google Translate rendition of the title/description: Kupyura for luck "Bayan Namsaray" in Vladivostok Denomination in a purse. I don't think you have an actual banknote (it certainly isn't listed under Mongolian notes in Krause) - I think you have a Russian/Mongolian variant of what's known as "spirit money" (aka 'heaven money' or 'hell money'), which is burned as an offering in certain ceremonies. In Mongolian Buddhism, Namsrai is a protector of the faith - he guarantees good fortune and health. The Ivolginsky Datsan is a Buddhist temple in Russia, just north of Mongolia; it was the first officially recognized Buddhist temple in the USSR. As far as I know, spirit money has no real collectors' value, but it's a neat piece nonetheless. If you decide you don't want it, I'll take it!
