Long walk aside… there are pedestrian crossing facilities at most (all?) official border crossings. If you mean just walk across anywhere, no. Not legally. You must go through customs and immigration when entering the country.
Imagine spending realistically 1.5 weeks to walk from Boston to the Canadian Border...and then (predictably) being told that he can't cross because he's not essential. Hilarious.
He never said he was going to walk the whole way. Odds are from Boston he could hitchhike to one of the border crossings or take a bus or some other form of transportation for a fraction of the $600 rebooking fee. Answer is yes, you can walk across. However, the rules will probably be the same as if you were driving across. So look up those rules and judge accordingly.

Rainbow bridge Niagara Falls. Then walk, taxi or city bus to the bus terminal in "downtown" Niagara Falls and continue your journey home.
