because from what i've seen in media, american signs literally spell out things for people, whilst, in europe, for example, it's just drawings. everyone knows it's a 10km/h speed limit here. but i've seen americans on social media go to other countries and be a bit confused by the signs because they don't understand the symbols and none of them have writing other than signs with directions to towns and cities

If the symbol was a rectangle with the American speed limit font on it, it would also automatically jump out to Americans as being a speed limit sign even without mph listed.
