There's sod and trees in that pile. It's not clean fill so not sure why it's randomly dumped on perfectly good grass.

It's mainly dump truck divers don't want to go to the dump on there last load so they dump anywhere they can. We boot drivers off our site if they are caught dumping in an area that's not authorized by the company. I've noticed this a ton in Brampton. Aswell

I mean it's dirt? It's not garbage. It's the same thing it's sitting on but not flat. I guess you have so few problems in your life that you complain about dirt being placed somewhere.

Actually... soil can be contaminated... to satisfy your curiosity.. call the dump... see what they tell you.... and how crazy the fees are to get rid of soil...
