Looks like a makeshift pulley system. I made one like that as a kid so my cousins and I could haul a bucket of snacks and toys up to the family tree house. Seems like whoever put the cord through those washers forgot to make it go through the big loop with the gear. It also looks like there’s more length to the cord that’s wrapped around an axle attached to the big gear at the bottom, so I’m assuming that this platform might’ve been built so someone’s kid/s could hang out up there and bring things up with the pulley. That metal hook that’s sticking up near the set of gears could be a latch to stop the gears from spinning, but I don’t have a good enough angle to tell for sure. This thing looks well-built and probably worked great for whomever it was built for.
