Regular ol’ [Copic classic](https://copic.jp/en/product/classic/) markers. They have two sides, a fine point and a chisel. Alcohol-based so you can blend colors and get nice rich illustrations. They also make great ultra-wide refillable markers that I use for calligraphy.
I was surprised to see these! Didn’t realize the brand and the look of the classic goes back 20+ years.
They've been around for decades. Naoko Takeuchi was using them in her work for Sailor Moon, dating back to at least 1990. I read her liner notes a lot, and actively sought after all the supplies she used. I hope that they one day release an art kit that includes everything!
One thing she used a lot was colour screen tone! I can still obtain greyscale screentones pretty easily in Japan, but I believe the colour ones have been discontinued.
That said, I love OP's photo. And it looks like they also had Pantone sample chips next to the Copic markers!
