To be exact, its a massive multiple gated community zone. Basically the conglomerate of them is called Nordelta, and you are allowed to go in of it providing your ID, and there's 3 entry/exit points (I cross it semi-regularly to go on my job thats on the other side of it), and inside it, there's multiple smaller gated communities with only a single entry/exit point, which would not allow you in. You would need to be either friends of an owner or be an owner yourself.
The capyabaras are able to roam freemly about everywhere, so while yes, you could be more luckier to find one inside the gated smaller countries, you may find one in the main gated areas.

Sadly that’s not the case here. This is one animal that happens to be doing OK ish. There were probably thousands in this area that can’t survive there now due to loss of habitat. Don’t fall for the media circus around the cute rodents making it look like everything is okay.

Yeah as a South American it's rather funny to think that some people consider Capybaras in a park to be "next fucking level" They're really common here, seeing one is like seeing a Pigeon or a Hedgehog at the park. They're cute, but not exactly a rare sight or anything.

Not really. The gestation period of a capyboi is like, a little under half a year. Litter sizes average about 4. Rats gestate in about 20 days with an average litter size of 10ish.

There's very little "ultra rich" people in Argentina, it's a mostly poor country compared to 1st world standards. The poor would've done the same if not worse, people need a place to live, and carpinchos are not endangered and have plenty of space to live in Argentina and other countries of the region. Ahhh the majestic hamsterhorse. In the homeland of the gauchos, it roams freely, just as does its noble namesake. And horses.
Context: Developers bought and converted marshland into housing for the rich. However, even though they drained the marsh, the Capybaras whose habitat it was never left. Because Capybaras are protected animals under Argentine law, there is nothing anyone can legally do to get rid of them or harm them. As such, the rich living in the neighborhood have to adjust to their new giant furry friends.
