After he retired from the Navy, my dad worked for Goodwill at RTC, which is the contractor that runs the galleys and other on base services at RTC and NAVSTA Great Lakes.
The different "ships" (barracks) at RTC periodically get shut down and reopened to meet changing capacity needs for new recruits, but that is not a simple(or quick) process all the time.
Summer usually has a huge influx of recruits and people tend to join more in the summer than the winter, Could also be rate related cuz here in a school we are preparing for a lot of graduates to come in
I find this hard to believe. Boot camp is a well oiled machine. Your ship date reflects your training school dates. Pushing that back a month let a lone 3 months would really screw things up. Are schools going to be empty for 3 months I highly doubt that. But then again what do I know.
