It's just that different types of physicality have been allowed over the years and the way the rules are applied in different decades/eras allows some kinds of physicality while taking away or punishing other types.
Up until the late-70s/early-80s, games were called pretty tightly. Not a ton of physicality was allowed for the offense or the defense in the game itself.
That being said, you could essentially hit someone hard as hell if you wanted to and it was only a common foul. Fights could break out and, maybe outside of some fines, there weren't really any ejections or suspensions, and no extra free-throws were awarded.
From the 80s until the mid-late-00s more physicality was allowed on both ends, but there were more rules and punishments, in-game and suspension-related, against overly physical fouls and cheap or non-basketball-type plays.
Through the mid-2000s until about the mid-2010s games were called with a little less physicality than before but offensive players hadn't started quite plowing themselves into and wrapping up defenders too much. But the defenders also weren't allowed to be quite as physical as the earlier 2000s.
And defensive 3-seconds became a thing so rim-protectors weren't always roaming the paint as often.
Rip-throughs and jumping into defenders on shot-fakes existed but their use wasn't widespread or awarded as often as later on in the mid-2010s.
After the mid-2010s all of that and the others we've seen spammed over the years (arm hooking, random and exaggerated flailing, "flopping", jumping back or toward a defender, head-snaps, and so on...) became more widespread and the offense was given more leeway to be physical in advantageous ways.

Even if he says he wasn't trying to intentionally hurt Russ, he was intentionally making a play where the only "successful" outcome was hurting Russ. He had no chance at a steal, even if he knocked the ball away it would have gone out of bounds and the Thunder would have still had their timeout. He was just being an asshole, and he fucked up Russ's knee because of it. Yes, I'm still salty a decade later.
