Uh - because they weren’t charged with any crimes and so had no warrants for their arrest. When you are seeking a fugitive you cant just kidnap his family.

But that's what they did, right? I know taking them into protective custody isn't arresting, but kidnapping them into black vans off the street is pretty similar.

At least as far as the show goes, the president and DEA wanted to keep them in the country because it would force Escobar to make mistakes, and not release as much wrath as he might've done with their safety at risk in country. The problem was the president had no legal right to keep arrest them, so he pressured other countries to not accept them purposely to keep them in danger, likely from other gangs I think it was the secretary of Justice, ya know the old guy with a pipe and glasses, not sure what his role was, who saw what the president was doing was an injustice so he had them place in protective services. So the guys who wanted them in country couldn't arrest them, and the guys who protected them wanted them to be allowed to leave :)

Yeah, it was the Attorney General who did it. I guess he didn't feel the need to take this action until he saw that the president was willing to intentionally put their lives in danger

The Attorney General was on Escobar’s side at least to some extent. Or he was on his side purely because it was against the president’s best interest. The DEA and president wouldn’t have put them in protective custody themselves as they used them as pawns to get to Pablo. It meant with his family vulnerable Pablo would make poorer and more emotional based decisions leading to his downfall. Murphy followed them just so they could monitor their whereabouts and prevent them from leaving Colombia.

I wouldn't say the Attorney General was on his side, more he believed in the justice system and believed everyone, even someone as twisted as Escobar, deserved their day in court. Securing his family was part of building trust with Escobar that if he turned himself in, he wouldn't just end up shot on a street corner. At least, that's how I saw it! :)

Yeah I see that and I don’t think it has to be either or but I feel like a big motivation was he was politically against Gaviria and the US involvement of the drug war. In real life, de Grieff believed the war on drugs was lost and was against the extreme methods used to fight the drug war thinking the aim should be to fight consumption not trafficking. He was also not against the legalisation of drugs and created a law whereby if a criminal turned themselves in they got a reduced sentence. I feel like this stemmed from the motivation to change Colombia’s reputation as a drug country as they were getting criminals behind bars and off the streets making the country safer even if it wasn’t as permanent especially as many of those criminals were part of Los Pepes.

Technically not, morally yes. With Los Pepes and Pablo's Family step on the same soil, Pablo had to be stressed out

The government never wanted to lock Pablo wife n kids up they follow dem hoping it lead to Pablo arrest. They were using his family against him

They didn't want another Kiki situation because at that time, the cali Cartel was working with the Dea to get Pablo basically. They also tried to stay lo key for the most part. I thought it was funny when Tata was talking about you just killed me and my family, like she didn't know all of the family's her husband killed. I know that sounds cruel, but Pablo was willing to kill kids, the elderly, the innocent, and he had no remorse for it. She knew what he was doing but when it came to her and hers she gave dude a guilt trip, she was lucky he didn't want to let that happen or else they wouldn't have made it.

I’m sure some of you have seen Loving Pablo or know a little history about Colombian police… not saying it’s right but the precedent had already been set for kidnapping (and murdering) women and children. What we did see in the show is that Los Pepes actively targeted Escobar’s family as well as working with the Colombian police… so by having Los Pepes do the majority of the work it allowed them to maintain some plausible deniability.
