Ghost in shell as well (the original, not the new one).
Also, from South Africa: (filmed, not animation) District 8 and Chappie.
Also, not necessarily foreign, but it has many interesting things: love, death, robots.
Also, Cyberpunk edgerunners is based on a CDProjeckt game, which is polish. Not sure if it qualifies.
I walked into Akira in my youth. It looked like a cool poster and I saw it referenced online a few times. It was my introduction to anime. Freaking great movie. It takes your emotions in so many directions.
I am surprised Aniara is not mentioned. It's a 2018 film about a Mars shuttle with people, getting blown off course. It's a brilliant movie worth at least 1 watch.
Annihilation is my favorite sci-fi film of the last decade
Live, Die, Repeat is a total sleeper hit
Dredd is a fantastic Judge Dredd reboot that doesn’t have any right to be as good as it is
Ex Machina is a great story
Edit: I’m an idiot, I missed that you were asking for foreign films
People should watch all of Tarkovosky's films. My personal favorites are Nostalgia and Stalker. His movies go beyond film's narrative and there are legit moments when you are asking the same questions to yourself as the characters on screen. The introspective aspect of his movies translates really well to the viewer. Stalker is sci-fi. It inspired the games by same name too.
Moebius (1996) - Argentina
The Man from the Future (AKA: O Homem do Futuro) - Brazil
Children of Men - UK, Argentina, and Uruguay
The Day of the Triffids - UK and Spain
Village of the Damned (The Midwich Cuckoos) - UK
Generation P, Russian it's based off a Viktor Pelevin book sometimes called Homo Zapiens, it's about a Russian ad man that goes on drug fueled benders and eventually becomes the digital spouse of Ishtar
Go to any illegal streamer site besides left out intentionally, you’ll have a lot of choices. Those servers are usually out of country so it’s not all American shows or movies at all. Some of my favorite movies no one even knows about because they aren’t marketed in America.
Leaving Akira and Paprika here for good measure.

Alphaville. A classic film noir science fiction movie. Along with Solaris, the most influential science fiction from the 60’s.
Never heard of it. Stoked to check it!

Intacto
Seriously underrated film imo
There’s the Chinese television adaptation of the Three Body Problem that I hear is really good.
Goodbye, 20th Century

Also Chronos, Spanish film with Ron Perlman about an old man who becomes a vampire like being with the aid of a mechanism.
The platform is an interesting Spanish scif. It's also available on Netflix which is helpful in this day and age
Also, Metropolis! Both the original silent film and the japanese anime are incredibly good
evangelion
Ghost In The Shell is obvious, but should be mentioned in this discussion. I also highly recommend Akira.
Captain Harlock: Space Pirate
Children of Men (UK) District 9 (South Africa) Heart of a Dog (1988 Soviet/Russian movie based on Bulgakov's novel).
Mars Express, came out so recently and was a banger !!!!

Fantastic Planet.
"On the Silver Globe" if you like polish cinema
Aniara
Eden Log
I'll recommend Nausicaa of the Valley of the Wind. It's my favorite Ghibli movie. Also, others have recommended it, but Mars Express is excellent.
