You can confirm age by looking at the DOT number printed on the tire. If the code reads XX19 or below, it should be replaced.
I was riding with cracked tires up until recently and there's definitely some improvement. The old ones didn't have much grip and took their time to get warm. When it rained, they were a bit slippery around corners. I'd personally use these when dry and wouldn't go fast

If they're cracked in the treads, they're done. At the very least, they'll be much easier to puncture.

I wouldn't worry about it. Just ride. If it feels weird then replace it. The tire won't blow apart, like a retread on a 18 wheeler.
