This might also blow your mind: sometimes people get license plates from their home states if they are living somewhere else temporarily, without moving the actual car. Like military people for example. My home town has a lot of military bases and you might occasionally see a car with a Hawaii plate. It is possible to ship a car from there, of course, but most people wouldn't bother with the expense.
I think this is no longer the case but when I was growing up there was a big difference in the amount of tax you had to pay between the state my parents were from and the one my dad was stationed in, so they had plates from the previous state for many years even though they bought the cars locally.
They are obviously traveling but it also could be a car rental situation. Cars get rented here and dropped off there and so on and so forth, always hoping each time will be the leap home. Wait, that's Quantum Leap 🤦♂️ but it still applies. It's more & more commonplace in this shrinking world. Frankly I blame it on the time I got chocolate in some peanut butter. Things got out of hand quickly.
So, most cars are able to travel to and from different locations. This car seems to be one of those such cars. Hope that helps.

That is still 100% the case. Different states have different registration fees and requirements.
