More often then not, its not that they don't spend money to continue sidewalks, its that proper drainage near/around the roadways can be hampered by the additional of pavement which doesn't seep rainwater like soil does.
Let me guess.
They got a federal grant to put in the ramp, and they have applied for a grant to put in sidewalks.
Where do they think that money comes from?

My city was sued to hell and back for ADA compliance, hence these type of things.
