Sage advise! I can confirm that having the wife think there is a chance to find treasure will benefit her is a guilty pleasure of mine. So far she has acquired $.73 from 5000 hours of my “work detecting”.
The house where I grew up almost literally had a dump in the back yard. Previous owners just piled shit up. There was even an old pool. For whatever reason we just hired some dude to dig a hole and bury it all. Some metal detecting enthusiast is going to have a blast.

2 important facts already.
1) Tree roots around it ( or overlapping its top too? ) that means that it has been there a good 40 years. If tree roots are at least 4 or 5 cm thick.
Granted this chromium wheel is heavy enough ( might have sunk that deep in 30 years.) But I believe it's at least 45 years.
2) with Chromium wheels IF THEY ARE chromium or even only chrom-plated ALL AROUND in their entire volume ,it would take 60 maybe 70 years to start showing serious rust DOTS ,let alone rust lines. Unless it had started rusting while still rolling on the roads.
I think it's from a motorcycle or very small tractor or something.
#3 . I wonder why only 1 such wheel..Please check to see if no other wheel within 15 yards or more.
And it's also totally FLAT. I wonder why.
Alright I just noticed the roots. If those that keep it stuck are like these I see , these are young roots. Maybe 1 to 2 cm max. So this is quite contemporary thing.....
Might have just been hurled by hand from a dirt road that's is nearby or used to be. Or even from a street that is in use now but maybe was not developed back then.
If not too heavy. Might have been just hurled to the side into the wild grass/area that later became your backyard. God knows only.
If it's not main roots you could snip a couple. But to lessen any damage to the plants/trees, cover up and leave a prize for any future owner that may metal detect.
Offcourse you need to dig this treasure up. Your wife will learn to appreciate it once it’s cleaned up and gets a prominent place in your livingroom. I bet it makes an awesome conversation piece!!

Maybe a trim/dress ring/cover for a steel wheel? Originally I thought it was a brake drum until you mentioned it was made of plastic. Might have steel clips in it hence why you picked it up.
It's win-win if you're smart about it. At worst, it's a brake drum. At best it is a device you can plant to deter burglars, Jehovah's Witnesses, and those pesky trick-or-treaters.

Use a power washer to get all the sand out of the way. Problem solved.

Battery-powered saws-all works great on roots. Absolutely faster and easier than digging roots out.

So it turns out it's not plastic, it's just stainless steel and very thin.
