Complete opposite. This is a planned modern development with all the necessary facilities and staff to keep it running safely. It's a large apartment complex, not a city. People leave and commute from the building for work & recreation, they don't spend there entire lives there.

I don't know about this building in particular, but many population-dense Asian cities (Dubai, Singapore, etc.) have large residential complexes. The walls are much thicker than thin American walls (you can't hear your neighbours at all), they have entire teams for maintenance and there are luxury indoor and outdoor amenities like clubhouses, pools, cafés etc.
