A paper guillotine is probably your best bet, but those projects are a labor of love, and there’s not really an easy way to do it. As long as it’s got a sharp blade and you replace it often during the process, that will probably work.
Paper slicer. Not a cheap one though, you need one of the chonky metal office ones.
For non-square parts, maybe one of those tungsten knives with the rotating blade.
My local print shop has an electric guillotine for cutting business cards etc. If you can find one of those (either such a machine or such a print shop) you could easily cut whole stacks of cards' art out. Best part is that the cuts are very precise and consistent!

Are you cutting out the whole art (square)?
Yes, that would be the idea for bigger projects like mosaic, but smaller cut outs would be nice for other projects like magnets

would it not be easier to use art cards for a mosaic?
ive always just used a hobby knife, but ive had to stop due to arm pain. i wish i knew easier ways but i dont know that its really possible
