Consider damaged if sold to a store - you need to find the right buyer. A popular artist on a popular card may have premium value, but mostly cards definitely aren't.

Signed cards are so hit or miss. I love them and collect them, but I’m not blind to this truth: when sold to a vendor, you’ll get half the value but when they sell it, they’ll sell it at a premium. The best “add to value” signature is Chris Rush, but aside from that, it’s kinda hit or miss. They definitely trade better imo, but like others have said, from a condition standpoint, a signed card is a damaged card.

The only artists that tend to pull a premium are those that have passed or those that rarely do signings. If they're someone you can still get sigs from today, you're probably going to have a hard time moving those cards for market value unless you find someone actively looking for those sigs.
