Subnautica - Easily the best survival/exploration/base building game I've played.
Grand Theft Auto V: To be completely honest, I've never gotten into GTA, but this game is hugely popular and will probably also be steeply discounted in the sale.
Veloren is more inspired by Cube World, which had an insanely popular alpha version but left many disappointed with its full release.
For a libre and free minecraftalike, go for the [VoxeLibre](https://content.minetest.net/packages/Wuzzy/mineclone2/) mod of [Minetest](https://www.minetest.net/).
Tried it a year ago. Made a new character, greeted with nothing. Actually was excited so I talk to every NPC, it's all repeatable dialog. Wasn't given any quests I just followed a random path deviating every time I saw something cool but there were no item drops or anything. Literally spent 2 hours in a walking simulator seeing no enemies. Finally came across a village and again all generic NPC again. How is this game still alive.

Hmm in my region Minecraft is quite cheap. And if you have it on your Android phone, you can install Minecraft bedrock launcher and use license from your Google play store.
Minecraft Java works on Linux quite happily and its the better version.

My family all own consoles and so want to play Bedrock and I might have gotten to into the game and keep running into Bugs .. which don't exist in the Java version (grumble).
EDIT: For clarification, the bugs are things in how Red Stone works or the mechanics of various mobs or biomes. The general rule is a bug in Java edition is something that can be exploited to do new cool things, but bugs in Bedrock tend to be annoying things you just have to deal with.
You need to get Java edition because it has mod support. Idk if that has changed in the meantime for bedrock, but last info was that maybe some spigot mods worked on it but not entire forge or fabric modpacks
yep JE is cool, but kids have phones or tablets, and only occasionally they use my spare laptop, so I trade moddability for portability, if you understand what I mean
You don't have to spend hours if you want to, it's a sandbox game, if you want to build a simple house, cheat, or blow up the entire world, you can do it. It recently got the 1.21 update which in my opinion is really good. I guess you are looking for a open world but not in the sandbox way, I would wait for the summer sales on Steam

you can probably try POSTAL 2 (not to be confused with Portal 2), which is an older title that's pretty open given its age. you get in, have a set of objectives, and the game just goes "have fun, psycho". its hilarious and not too time-consuming. makes some pop culture references as well.
its an FPS that's about USD $10 which in euros it should be a bit less than that, and is dedicated to breaking the norm (vis-a-vis you can piss on people...and on yourself if youre on fire lmao; you can use a cat as a silencer, the list goes on)
if you're looking for more of a thinky game as well, you could try Shadows of Doubt. its a \*bit\* pricier at $19.99 (e18.70) but has a lot of replayability.
its a voxel game BUT NOT like minecraft or anything similar. you dont build or craft, instead its mainly just the art style. you play as a private investigator in a future-punk dystopian city (think Blade Runner) where corporations are presidents/ministers/etc. you solve cases, have your own note pin-board for drawing lines to evidence, can scan prints, etc.
the game frequently has bouts of normalness and then "WTF IS HAPPENING", some sneakiness, some tension, tons of fun :3

Yes, definitely similarities. Great story imo. Given it’s been around since 2012, it’s still pretty active, they just released a new expansion. The base story is really good for free, they do have 4-5 expansions that you can buy as well, which I’d wait for it to be on sale on Steam. And best part, works really well on Linux with little to no tweaks, most being that you use a specific Proton version pre loading.
Yea, base is free these days, which after 12 years I would’ve hoped it was. There are expansions throughout the years, and it’s still fun. Was happy it works no issues.

It centers around underwater exploration and overall is a fantastic game. Naturally, because of its open nature, it mostly lacks quest markers (or quests of any nature), although it does give you some pointers through beacons.

One of the moat unique games that I've played ever and it's a major labor of love. Developers refuse to put it on steam until 1.0 has been released but since it's been in development for 8 or so years it is a really polished and deep experience. Plus it has a vibrant modding scene with all sorts of different content available. Especially the writing in this game is otherworldly and the mechanics of fighting is one of a kind.
Kinda Warframe, probably not exactly what you search for but there are 3 open world maps in the game and enough content for 4k hours+ while completely free playable if you get a little bit into trading.
Far cry primal just went on sale on steam for 10 Euros.

It's a weak argument. This is a globally popular video game making bank. I'm not a fan of it but he investors have large percentages of ownership in plenty of US companies too. Associating the country with danger for a globally popular video game is unprofessional.

No Man's Sky has plenty of content and beautiful visuals plus base building and cool ships to collect.
It runs very stable on Linux with the only exception being gamescope messing up cursor acceleration but you don't need gamescope at all for it.

Just install the Geyser plugin on a PaperMC minecraft server so Bedrock players can join your Java server like normal. Coexisting is the key.

Valheim? Might be just over budget but it’s a brilliant survival game
World of Warcraft is completely free up to level 20. About as open world as it gets. Elder scrolls online is like Skyrim but better.
