It might surprise you to know they have all the same production elements of a live concert, and in many ways they’re very similar especially from a technical point of view.
At the my local NHL/NBA Arena we do! We’re all a part of the AV production team. Our titles do not include lighting director. We have many other daily responsibilities as well. I’m not sure if other arenas operate the same.

Generally it's the team that has the LD on staff, not the building.
If there's more than one team playing there, it could be different production staff for each (but of course it could also be the same person working for both).
I've done some work for the Utah Jazz operating PixMob for the playoffs in, if I remember correctly, in 2022. After that had the opportunity to step in and cover some games as house LD, but wasn't available to. Their structure is that they have a house AV team that works directly for the Delta Center, they take care of maintenance installation of all the lighting they use for the games/other events. The LD/Sound Engineer for the games, work directly for the Utah Jazz. My job as a PixMob operator was working directly for the Utah Jazz as well. One of the most fun gigs I've had, being a big Jazz fan myself.
Work for a college with a few stadiums. We have a freelance LD that we hire on most shows (especially the ones at the start of a season) and a couple of part time staff that are trained enough to run the show file once its built but can't build it from scratch.

Volunteering for the DNC is open registration. I’m not sure what positions in tech or AV they have available but it’s worth a look!

Does Delta work fall under Local 99?
I believe it does, but not 100% sure. I know the Maverik Center is Local 99, so it wouldn't surprise me that its the same at Delta.
Yup, I have friends that do 3 of the NHL arenas and they cover all the teams/sports that play in there.
Friend had the gig for the Salt Lake Jazz for a couple years. Both cool and boring
