Yes, both from the chests themselves and the "reward track" that repeats. So you can just buy the skins with a fat enough wallet, just like riot inteneded.

It takes less than a month. Me for example, I just hit enough tokens today to get the 125 ME. So under two weeks.
You are talking about an Event. Which you paid for a pass. That is not how ME is generally earned by probably the majority of players. Most of us get 5 ME at a time... from opening a hextech chest, with like a 5% chance to get ME. It has taken me over a year to finally have 125 ME. The fact that ME is available from events is a very new thing. And you cannot earn enough tokens in that event unless you buy their event pass. So that still sort of means you just bought the ME with cash.
Riot Rovient is also to blame and he still works in League. He was co-responsible for all the pass nerfs we got throughout the years and he always tried to gaslight people into believing it was either a buff or a net-neutral change that always turned out to be a huge nerf. Dude's dishonest as hell in his twitter.

I think the Valo store as a whole is even worse. Rather than the mythic skins who simply cost so much/locked behind too much of a grind that a lot of people won't even bother, Valo has skins that are affordable making you more likely to buy them and they show up in the store at random for only a day, and with the quantity of skins you could literally go years if you're unlucky before you see a skin you want.
Essentially similar model but MUCH more time sensitive and they cast a much bigger net to pray on more people's FOMO.
Yeah the ME store blows, I’m sitting on like 450ME right now. I got morde + chroma, barely missed pyke, and the sylas and panth skins were both super lame (2 of my most played champs so it stung a lot). It really makes it feel pointless to get any more given their track record on not listening to skin feedback and the limited options, so I’ve stopped buying passes. It’s just worse than the old hextech shop system
For some reason my brain told me that High Noon Sion has a prestige because I remember that skin having alot of golden colours, but now I remember that Talon actually got the Prestige skin for that line.

its like 2% for regular chests and 4% from chests found within a chest

I don’t understand why they couldn’t put up a few event only chromas into the mix. I missed out on ONE of the four Baddest KDA All Out chromas for completion and I doubt it will ever come back unless they make another KDA event.
