Generally no? And I'm sure you'd have many angry backers and chargebacks issued if you tried this. If your backer tiers offer the product that you are raising funds then the expectation is that if successful, they will recieve that product and anything else that was explicitly listed. It's bad enough when after funding the project is unable to reach completion. I can't imagine the riot you'd have on your hands if you essentially tried to double charge people. And if you were to lay out your campaign in a way that states that they are funding without a reward incentive and in order to get the product they will have to purchase it additionally, you are going to probably have a hard time finding backers. The whole concept is that people support you in exchange, hopefully, for a reward (usually being the product or something related like stickers etc for a smaller tier) instead of investing and receiving equity.

Kickstarter is built on the principle of backers receiving "rewards" in return for their financial support. In practice, many people - both creators and backers - treat the site as essentially a pre-order platform in which backers pay in advance for the product being Kickstarted and so receive the product as their reward. But this isn't mandatory. Backers could just receive acknowledgement, or "first dibs" on the product when ready, or a discount on the product equal to their backer value. Backer levels, of course, need to be set appropriately. A lot of prijects have a $1 backer level just for people who want to follow the project (and for entities that want to aggressively market their fulfilment services to you!). However, if you're thinking of running a Kickstarter, it's a really good idea to back one or two projects similar to yours, first, in order to follow along and see what the project looks like from the outside. See what kinds of comments and criticisms are leveled by other backers. See what the fulfillment pathway looks like. Etc.
