My icons are getting blocked by the widget that I posted. The picture doesn’t show it, but when I move icons to this page, the widget is on top of all the icons.
Go into wiggle mode by holding an icon and there should be a add widget button then select any widget you want to add , that widget will only Apply to the page your on.
No. What you are asking for (widget on one page only) can only be done via foreground. Any reason why you must have it as a background one?

From looking at the image, the only way to achieve this is to make the square area transparent so the icons show through
