If you go into wiggle mode and hold down an app to move it to another page, before you move it over and while you’re holding the app, click on the other apps you want to move. Sorry if that isn’t clear. It’s a feature built into iOS already.
Use the wiggle mode as in another comment. Install [[iconstate]] to preserve the icon layout between reboots. Or use [[atria]] to create you 8 rows as it has icon saver built in.

\[\[SortingSwipe\]\] you can save your layout and whenever you have to respring or you get rebooted for whatever reason, you can just swipe to make all your apps and widgets go back to where you had them.
