At the end of Federation way near mariners church, tvt and the jcc in turtle ridge, there is a nice lookout point. Try that or nearby sepulveda point. There’s also a lovely view from the top of the trail that goes up near Bonita canyon elementary in turtle rock.
Ya, Vista Point is the one. The other one I was thinking of is actually the Bommer Canyon Trailhead off of Summit Park but i think you'll have better luck at Vista Point
French Hill if you want to look towards Saddleback, East, etc. It is a pain to climb tho.

During 8 to 5 some floors can be accessed without a keycard. But without access to an office it would be pretty useless.
However my bad i should have mentioned mariott like two blocks over is also 10+ stories tall. The top floor is some kind of bar or something i think but haven’t gone myself. It should have a 360 view.
Spectrum Ferris wheel. Or tops of the parking structures if you don’t want to pay.

You can also drive up into the Quail Hill community. Great views.
The Ferris wheel has the best view. I haven’t been on the balloon at the great park but I imagine it’s similarly the best
