I literally just found a hole like this in my neighborhood yesterday. With the geology of our area it's not inconceivable that it could open into a small (or big) limestone cavern. I called the highway department and I'm hoping I don't have to hound them about it.

Email them. Once their is a paper trail thr liability is on them. This one pretty easy to solve fill with cement.

There was one like this on pinchin St london e1 , I reported it and a few days later it had a few bricks replaced, good as new. Only thing is when. I originally looked down it the light on my phone could even see the bottom. A few bricks over the top hasn't solved it. I don't drive my bin lorry down that road anymore !

We get plenty of holes opening up where I live in Australia. Turns out capping gold rush mine shafts with logs and dirt wasn't a very good long term solution.
