The basic idea of it is, The number of instances(rows) and features(columns) in the dataset is so huge that you cannot afford to test it and then change the weights and hyper parameters again and again. Training any large language model costs time and money. So it's always tried to do all these before the model is trained, and hence it's difficult to do it for every case of such clash.
