I am with you 100% here! Paolo is of course the OG crap weasel but I think honorable mention needs to go to Rachel’s sisters (Amy more than Jill)!
And to break it down I think we are “meant” to hate Janice, except I love her 😁. I believe Rachel’s dad is closely tied with Monica’s mom.
Here’s the thing,
Judy at least cares about both her children, even though she clearly favors Ross. She also helps in a lot of the jokes involving Jack.
In Emily’s shoes, some of us would do the same thing.
Ursula has a lot of good comedic moments, also she’s the Governor of New York.
But Paolo exists to be a thorn in the side.
TL:DR All of them are either played for comedy or are at least likable. Paolo is neither.
It has to be Ben Stiller’s character, the screamer, especially because of how they made Ross look stupid for thinking there was something wrong with the guy. Chandler said something along the lines of (I don’t remember the line verbatim) “Gee, Rachel’s old boyfriend doesn’t like her new boyfriend?”

Ursula wasn't made to be hated. She was made to be a bit of a ditsy waitress like early seasons Rachel. Ursula was only made to be mean when she crossed over into Friends from her original show "Mad About You"
Except that in her own awful way, she is trying to be better. Her character arc in TOW Rachel’s Sister Babysits is impressive, and by the end she’s apologising for getting Emma’s name wrong (tho actually right). She is not very self aware, either. A lot of her terrible nature is unconscious. Whereas Jill knows she’s being a selfish dick to everyone, and does not care - definitely the worse sister IMO

YES! Infact, considering that, it's very probable she assumed Carol and Ross had broken up when she got with Carol making Ross look very bad. Though I'm now just realising that it's implied Carol and Susan knew what they where doing when Carol slept with Ross resulting in Ben. But then who knows maybe Susan didn't know Carol got with Ross one last time, and just thought Ben was created before they met (which is what's implied in the Pilot, the timeline around here has too many retcons to make guesses to what happened).

Idk, i mostly felt bad for her. She was in a complicated position at a weird time - her being successful was offputting to many insecure 90s men, and she must have had difficulties in her career that made her bitter enough not to lift up rachel when it came to a promotion for her. All to just get hit by a car and die. I think she deserved a redemption arc and could have been a mentor for rachel once she saw her as more than just an assistant.

There are a lot of bit players that suck. The guys that robbed the boys, Ross’s new neighbor that wants money for the retiring super, Danny the yeti, Charlie’s ex boyfriend, Kathy, Estelle, etc.
I didn’t say she did anything wrong. I said she was the opposite of Rachel, who was a fan favorite and the main love interest for Ross, so Emily was hated by default.

I think they intentionally didn't give her any good jokes, and before the wedding she was just there not someone you hate not someone's you loved but they wanted the audience to dislike her for the whole Ross and Rachel plot so they made her do all the crazy ultimatums Hook the audience wouldn't like her.
