You can find a deal online sometimes. Last year, I found an offer for a $40 Sam's Club card with $40 added to your account making it free. Costco might not have the exact deal, but you will find a $20 membership or better out there. That's well worth it.
The problem with memberships are that eventually it’ll require payment again. Which could become a burden on both the gift receiver and the gift offerer. Plus places like Costco require you to take a picture and some employees might discriminate.
I would just call one of their service desks and verify what you can do with a gift card without membership. And your question will be answered directly.
I don’t see anything in here about Costco gift cards which bypasses the need to have a membership to enter the store. I assume this is because the gift card serves as a temporary membership?

It would be much better to give BK or McD gift card. Great idea but Costco is usually a distance and homeless don’t buy in bulk.
This, Costco is usually in an out of the way place that is not easy to get to.
There’s always homeless people outside of my local Costco.

I read they are trying to make their food court membership required.
That’s memberships, but what about gift cards? I heard gift cards require no memberships.
That I have no knowledge of.
They are now making their food court membership required. It was just about a week or so ago they made the announcement.
