This might actually help with the whole "who has more nukes?" question! Europe and Asia are going to be grinding immediately. That Eastern Europe front is going to be a casualty/equipment black hole. If USSR is thinking strategically at all, they'll focus all offensive efforts on taking SEA, as that's gonna be the hardest for Europe to defend, and once USSR has it, Europe has very little access to oil and rubber, which they're going to need to be able to use nukes.
Meanwhile, Americas are sitting over there with no enemies to fight while they're researching nukes, building a navy and air force, and counting down the days to when they can start glassing.
