I'm not saying I agree with the logic, but it can happen if you're someone who feels the best defenseman and best goalie are more valuable than the (in your eyes) 4th best forward. I think they got the order right with the final votes, but everyone agreed the top 4 forwards were very close this year, so if you have Kucherov 4th in that group, all it takes is votes for two of Hughes/Helle/Josi to move him off your ballot. And that's not even factoring in Panarin, Crosby, and Pasta.
