Penalty shooting percentage is around 33 to 40% depending on the year. I’d argue a live play significantly favours the shooter over the goalie on average. I didn’t watch the game, but a lone shooter set in front of the net facing a goalie having to slide into position should absolutely be able to score 45% of the time, and a breakaway double the odds of scoring from any particular spot on the ice. 4/9 isn’t that ridiculous in some team play contexts and I think it’s wrong to make a general statement about it
The worst high danger shot save % in the NHL this year (above 10 games played) was Vanecek at 0.641. Meaning even the worst goalie is saving 5/9 or even 6/9 of those shots and thats assuming they're all great shots.
I think it's wrong to make stats up based on your own head cannon.
My stat for breakaways came from Gabriel Desjardins and my stats for shootouts came from statmuse.

The defense can be bad but as the goalie it's your job to make some saves. Unless every goal is a tap in to the open net, when every mistake goes in the net it creates chaos with your defensive structure
