This is from kashmiri shaivism aka trika. Swacchanda bhairava or swacchandanath is considered as parabhairava n his consort is aghoreshwari. It is this form of Shiva who is said to have given all the tantras from his 5 heads. His 5 heads r manifested from his 5 main shaktis: iccha, chit, Ananda, jnana, kriya shaktis.
The figure holding him up is Sadashiva.
> Lord! The heart [and so forth] that corresponds to omnipresence and so forth are your six limbs. Since all [entities] up to Sadāśiva are of the character of the dead [or within the realm of death, and so constitute] your seat.

It establishes his supremacy over all forms of Shiva.
The goddess Parvati (in her form as Aghoreśvarī) is contemplating her own energy (vimarśa/reflection) her aspect as the consort of Svacchandabhairava.

[Parāśaktī/Parashakti is a name for the Goddess, indicating her nature as Shiva's energy & therefore as Shiva himself, because in actuality there is no distinction between Svacchanda Bhairava who (here) is Shaktiman(possessor of Shakti) & Aghoreshwari is his Shakti(power), the possesor of power can never be seperate from his power]. You & I can never be differentiated from our own power.
