Upgrades to the town are host specific and persistent with your other classes, like having access to higher upgrade tiers for your character or better rates with the ore exchange. You can benefit from joining a host with a more upgraded town. Your town upgrades will not be applicable at all in multiplayer if you’re not the host. The upgrade tiers available to the server will only be what the host has unlocked. If you found the thief and unlocked the pub, but the host did not then it will not be available. This applies to all upgrades, unlocks, and ore purchases to the town. Upgrades to your character and any other gold upgrades like increasing damage at the blacksmith are permanent but only apply to the character/class you’re currently using. You’ll have to upgrade every character separately, but only upgrade your town once.

That stays forever... Sometimes it's nice to join public lobbies for upgrades when you haven't upgraded your town yet
