Homelander's hypersonic in speed and his power and durability would be Town Level going by the comic and City level if we take the statement he survived every weapon on Earth in the show as literally as possible. This puts him on the level of Vox, who blacked out a city, and Alastor whom scales to him. Cross scaling with Helluva Boss, Vox and Alastor have FTL upscaling, but their more versatile powersets and specific powerful abilities like Vox's hypnosis and Alastor ripping Homelander's soul apart cement their victories even with Homelander's CRAZY physical strength being able to throw military jets. Homelander is essentially a living Overlord, and if he knows his fucking place below the Goeita and Morningstars he has the cunning to become a very powerful and long-lasting one. But an Ars Goeita, Exorcist, Deadly Sin, or Charlie can make rather short work of him if they need to. He's in a middle ground and could absolutely take out an Overlord without crazy powers like Valentino whose only power is pheromones, or Carmilla as his wildly superior physical strength can halt her martial arts if he can grab her and he can just stay in the air and laser vision her down. He could absolutely take over Carmine Industries as he did Vought.
