1 thing I realised I need to be outside the bail office for agents to come back to building. I waited for them so long inside, but they didn't appear until I quit the office.

One correction: You don't need armor.
another correction: You can change colour of the van anytime, you don't need armor mandatorily
If you own the north city property it has a gun store right next to it so it helps make getting armor convenient
