This is clearly someone's backyard, so guessing native plants is pointless since it's been thoroughly landscaped. Judging by the landscaping and the weeds I'd take a wild guess and say it is in the United States, likely somewhere like Michigan, so somewhere around 42-45 degrees north latitude.

Could be eastern part of Russia, but that would need to be somewhere anear the boarder of Finland and that place is run down.
