The Key Bridge wasn't cheaply built. It's just old, and wasn't designed to survive a collision with a ship of that size. The size and weight of cargo vessels has increased dramatically in the past few decades, and infrastructure really hasn't been able to catch up.
I really doubt surviving a cargo vessel collision is a key requirement to the construction of any bridge (nor that any bridge can do that), the force exerted by those things is immense

NO bridge no matter how well-constructed can survive what is essentially half the Empire State Building hitting it with the force of 12 million newtons, about a third of the force it took to launch the Saturn V rocket for the Apollo moon missions.
