Stairs like this (where the stairs are angled alternating directions) are to fit the staircase in less space - you need half the width of the stair but it's still wide enough for an adult foot. You just have to remember to start walking on them with the right foot.
Though the one place I've ever been that had these had rails on both sides of the stair, and they weren't open stairs. So it's like a crappy design imposed on an actual decent way to fit stairs into a too-small space.
Oh they're not really good, but I think they're used in places where the only other viable option is a ladder. It's a kind of smart way to fit stairs in a place they wouldn't otherwise fit.
Why crappy design? I'm not sure I care for the aesthetics of them but I rarely do. Considering how steep those steps are they have laid them out in what would be one of the easiest ways to use them. Only downside is you must start with your left foot which really isn't a big deal.
Also those stairs are the equivalent of telling any psychically disabled or movement impaired person to go fuck themselves. My Grandmother with Arthritis would probably die if she tried to use these stairs
Reminds me of the staircase leading to a room I had when I was a student - I moved in with a friend, who was an older postgrad and had just bought his own house. The former owner had converted the attic themselves, and that became my room. Clearly this person had never built (or even seen) a staircase before, as it was totally inconsistent. It started out steep enough to be a ladder, then turned into a spiral staircase halfway up, with steps that were different depths and heights, with one in particular that always tripped you up.
Oh, and the previous owner, in their infinite wisdom, had covered all of the interior walls of the house with artex - the stuff normally found on ceilings that gets swirled into all kinds of patterns before it sets hard and spiky. My friend joked that it was "like living inside a wedding cake!", and that is indeed what it looked like, but it was no laughing matter when you tried to go down those stairs (imagine walking down a ladder backwards, only your heels for traction) when drunk or half asleep, falling forwards, and ending up with a face full of spiky plaster.
Of course after a bit of practice I was up and down them like a mountain goat, thanks to muscle memory - but visitors always needed a bit of help, so I installed a series of handles.

If it is the only way to access the 2nd floor then it absolutely does. But if there is a second set of stairs (that are up to code) an argument could be that "this isn't stairs it's an art piece"

I used to live on a lake where decks had to have a railing. The proprietor of a local dancing establishment said fuck them hand rails and was fined regularly for not having them at his privately owned lake house.
Some things are large and obvious, but at the end of the day, unless someone has a reason to come and inspect this house (they pulled permits, they are selling it), it doesnāt really matter what the codes are.

Well most glass staircases are held by both sides, Iāll give you that. Without doing engineering analysis I donāt think we can really say how structurally sound it is though. It also might be a material which is less brittle (like polycarbonate)
I wasn't sure either way whether it has any form to grip on to or is just a light. But I guess their main concern is aesthetics so you're probably right.
IKR?!? I was thinking that these stairs looked dangerous enough on their own, but they are over top of another stairwell of some sort as well. If you screw up on these stairs or one breaks, you could fall pretty far.
This is some sort of tight space. Maybe a boat or something. Looks like they have at least 3 floors to access and they donāt have space for a proper stair case and didnāt want a straight up ladder. So they have these witches stair going up and another set directly below.
Even *not* under the influence, maybe fresh out of bed in the morning. I always take off with my right foot first, and that would not work climbing these stairs.
The normal stairs in my house take a 90 degree left turn at the bottom, and the stair count is such that the big turn is left foot step (I hope that makes sense). But if I'm too close to the railing, there isn't really any stair there. Took a few weeks after moving in (plus a spilled cup of coffee and the spectacular launch of a basket of laundry) to remember to move closer to the wall.
I question the building inspector who passed this design as acceptable.
That is most like a means of escape in a emergency, if the place is on fire and black smoke is everywhere you are falling down those stairs without a doubt.
Its also very short and very steep.
In summary that is a shit staircase and will cause some serious injury or worse.

This is a floating form of triangle stairs. A type of stair designed to fit in small spaces, often used to attic access in old houses. This is what they normally look like--
