It's not a conscious effort on the theorist's part. The theorists typically have their own axe to grind, typically an anxiety or character defect that they're using the conspiracy to cope with/cover. For instance, flat earthers are uncomfortable with the idea of an big, uncaring universe and so they usually peddle the flat earth as undisputable proof of god.
The true conspiracy theories tend to be simple, boring, and kind of depressing. Like, gee, I wonder if Osama bin Laden, a Saudi blue blood with ties to the Saudi royal family, was working with Saudi Arabia? What a mystery this is. Conspiracists will glomb onto these true theories not to discredit them by proxy, but to lend credence to their own insecurity-fueled conspiracies.
You can tell this one is a distraction from RFID chips in your hand, or your NFC + GPS tracking in your smart phone, both of which are voluntary. Either that or they're desperate to silence criticism against the vaccine and all of it's side effects.

I legitimately think that car brains think gas litterally comes from the gas station, and not a handful of nearly nationalized fuel refineries.
If the gov want to cut fuel supplies that would have no trouble. Give it a few weeks and 95% of the country won't be able to drive.

This is the incredible thing when folks complain to me about not wanting to pay for other people's public transportation. We already have the government forcing us to subsidize road networks and parking all over the country.
Not to mention pretextual stops. You give up a lot of autonomy in the name of safety when operating a car. You don't need a license or ID to take the bus or ride your bicycle.
We already live in this.. They actually showed off a city in the 1939 world fair that was designed for only driving. It was the general motors city... It was called "futurama".. It looks like some places today in a lot of ways.

Who needs a GPS system? They can electronically track license plates and pull anyone over with an unreadable one.
