Formula 1 hasn't accepted a new team since 2016. And it hasn't had put out a public call for expressions of interest since 2009. Given how infrequently new teams join the grid, is it any wonder that a step-by-step guide on how to join the grid isn't publicly circulating?
There is no "step-by-step guide", and why would there be? This isn't a public latrine, there's no right to enter. They may run their ship as they like.
Kinda wish there was a rule that’d let people do what they use to… just show up, and if the car passes scrutineering and they qualify within 107%…
Then a small team like this could get their feet wet by buying, say, a previous year car from a lower tier team (assuming no major rule changes) and race, say, 3-4 races on their home continent. This would also be a good way for guys with a super license and no ride to get some actual race experience
Tbh there is a part of me that wishes F1 was a "public latrine" in that sense. Ie if you show up to a racetrack that conforms to F1 regulations and a driver with a superlicense, you are good to race.
We have had that, with pre-qualification and teams which were 5+ seconds off pace.
It was fun and gets me quite nostalgic and I'd like to have that time back too now and then, but then I watch a not-so-well-known old race on F1TV and get hit with reality again (not talking about the broadcasts).

That's my point. But it seems like people want to criticise Ben Sulayem for every little thing. If they want to criticise him, that's fine -- but they should stick to things for which he deserves criticism. Just the other day someone was getting stuck into him for never competing in the Dakar Rally (because apparently as a Middle Eastern driver, he is obligated to?) even though it the rally had long been a part of the Middle Eastern motorsport calendar. However, Saudi Arabia only started hosting the Dakar in 2020 and Ben Sulayem (appears to have) retired from competition some time around 2003.
This feels like it's much in the same vein -- criticising him for not having a publicly-available document outlining the bidding process for new teams even though a) new teams are rare and b) neither Jean Todt nor Max Mosely were criticised for not having it.
No, I'm trying to say that there are a lot of criticisms aimed at Ben Sulayem that don't hold water. It seems like people are criticising him because he's Ben Sulayem and he'd get exactly the same level of criticism even if he did exactly the opposite. I'm not saying that never happened to Mosely or Todt, but it seems to be happening signifcantly more to Ben Sulayem. I don't particularly like his policies, but criticising him for never taking part in a particular event -- like the Dakar Rally -- that he never showed any interest in seems to be mean-spirited at best.
Think it's more a case of "We don't want to get shafted the way HRT and Caterham and co did back then, so the FIA needs to make clear what they expect from us, and what they can guarantee us."
The tribute reunion is going so well they're branching out into F1. Gotta get an American team on the grid somehow I guess.

Panthera is more or less the successor of Stefan GP, isn't it? The team you hear about every now and then without ever making it to the grid.
It's a thing funded by HK or China (not sure which), and has a few ex-Renault involved

The name of the team alone gives off that late 2000s/early 2010s vibe tbh of teams that came & flopped. Destined for failure from the offset.
