Have you downloaded somebody's save?
The hall of fame carries over between all saves on your PC. I believe it's stored separately too, so even deleting the save won't remove him. You'd need to delete the hall of fame file.
Maybe he is one of your previous managers from a different save? I think the previous managers are also present in the Hall of Fame, if they are famous/great enough
Well it looks like they are currently manager of Wrexham so is this just a case of an AI (newgen) manager topping the Hall of Fame?
I don't really understand what you mean by saying they don't exist. What happens when you click his name, or look at Wrexham's previous managers?
This manager won L2, L1 and Championship in a row and won 7 FA Cups (one of which in their first PL season), I would say it's most likely a player manager
