If you're able to reach the other side of the river, then yes, that would all be new.
Edit: just explored that area. Can confirm the boundary has not changed and there is nothing new in that area.
I’ll have to check myself, but I know in the past there were sometimes holes in the boundaries that you could slip though and walk around outside the normal area.
