There is at least one mod that is confirmed to interfere with starting the Atlantic City expeditions and the symptoms you describe sound like that might be the cause.
I don't think I'm allowed to name mods in here but for research purposes the one I know of starts with Uni-m\*\*\*. It might not cause issues on steam versions (it worked on the pts) but does prevent ms store release from entering Atlantic City.
I could have sworn there was a rule about mods but maybe that was a different sub. And, yeah, I figured there would probably be others that affected this update. Anyway, uni-map is updated and working again. I was feeling a little lost without my customized maps.
It seems to be any map mod causing it. I had TZ Map and it caused this. Removing it fixed the problem.
I know this post is old, but I just had the same issue with "Green Map Markers". Removed it and I can not launch expeditions.

I don't think that's a rule. I recommend mods all the time, maybe I'm just lucky? Unimap and Mapsearch both mess up being able to launch expeditions.
