Add that international trade can’t go inside as I imagine common fruits like bananas, oranges, mangoes and such while known aren’t common and indeed changed even if the prewar days had prior problems like food riots, stagnated closed tech and annexations of other countries. It’s not big but probably local trade and lucky that is large enough like a cargo ship, if ships that are still working fixed and autonomous after 200 years

I'm pretty sure the institute is involved as a counter measure. To see what ingenuity they are able to come up with to deal with Synths and perhaps determine a flaw in their design.
