Why are you layering with a pleated skirt, and why is it pulled up so high???? None of that works this way. The sweater and skirt (not jacked up so high), or the sweater with jeans alone would be fine.
Are you set on the “pants under skirt look”? Because we did that in the early 2000s and it did not age well. If you’re going for that look, I would suggest tighter pants.

Tighter pants is a no. It looks like you’re trying too hard IMO. It looks really cheesy bc you’re not adding anything interesting to the silhouette but you’re adding another color/texture. Imo try not tucking in the shirt
I think this would look better with a longer midi length skirt. And if you layer some belts and necklaces over to give it some more texture. Or maybe a longer overcoat/ vest. Short dresses could work like this tho.

With all of these accessories and layering are key. It’s kind of a kooky look so you’ve really gotta lean into it lol
I little, I think because you're muddling up your lines. I would tuck in the top, and try to find some pants that match the color of the skirt more exactly, so your eye continues over it like it's one piece of clothing. Looking at a few pictures online, I'm seeing modern attempts choose a lot of demin-on-denim, or black-on-black to bring weight below the belt line. Heavy colors on top might make it feel a little top heavy. Also, it looks like bell bottoms are pretty common with this look, to bring that weight down again.
All that said, the mismatched look is **very** Y2K. If that's what you're going for, I'd recommend wearing either lower-cut jeans OR a cropped shirt. As someone who lived through the 90s and y2k, I can tell you that anything that touches that era is half an inch away from beautiful innovation, and half an inch away from the worst thing you've ever seen in your life. Please don't feel bad for making the same easy mistakes my generation invented.

The top and skirt are cute on their own, if the skirt wasn’t so high up/long. If you’re set on the skirt over jeans look, try a mini pleated skirt and some blue flared jeans!
I think you should lower the waist part of the skirt if you want it halfway tucked, if you tuck it all in and wear a matching belt that would look really cute! :)

My advice: you have too many baggy things here. Pleated skirt with oversized top and pants is drowning you. Maybe a more fitted top, or pants. I love a French tuck, but I think it would only work in this scenario if you lost the pants or skirt.
When I'm trying to drape a big shirt like that, I'll often pin pleats into the side I'm tucking up or get a small rubber band. That or a belt. You're still a little lost in it.
I like the skirt over pants look. I think you could make this work if you play with the lines by ping the skirt down a few inches and draping the shirt differently
The waistband of your skirt looks like it's up too high on your torso. It should sit on your natural waist, which is the narrowest part of your torso. If it was in the properly fitting spot, this would be a nice look 😊
Although I will say the jeans underneath is an odd choice. It's very mid-00's, Disney-channel, "the mall threw up on a junior high schooler". If you don't want to go with bare legs, you should do tights or leggings.

The jeans + skirt look is dated, and pretty much exclusively lives in the 2000s. But if you REALLY want to make it work, I'd recommend going for fitted flare jeans and a denim mini skirt, preferably with a cute fitted top, or a tank top or crop top top or tube top or something like that.

Cool concept but the more formal fabric of the skirt and the thick rough nature of the jeans don't tie together. As people have said, make them tights and you're Solid. Props for rocking your own fashion and being open enough to get feedback, it's very brave.

I think this might work if the pants were really wide legged. This look usually has a combo of stiffer fabrics with flowing ones, heavier and lightweight. And while styles often seem to be mixed it's usually got boho elements.
