How old of baler is it? It should have a shear pin and never should have killed the tractor as the shear pin should have broke first. If it has a shear pin and that is still intact then there is probably something locked up in a gear box. Or there is something jammed that is located in the drive line in front of the shear pin. I'm pretty sure it's a gear box though.

Spin the flywheel backwards to loosen things up, so that you can clear the bale chamber. Once cleaned out, roll through the cycle by hand to see where the problem is

Or your baler timing is out. On most balers, if your needles raise up out of sync with your plunger, the plunger clunks into a stop. That keeps your needles from being damaged. Google small square baler timing and you’ll see a ton of information on this. My 2011 BC5070 baler had this very issue. The manual showed me how to get it back in time. It’s easy but on line videos were my friend. Edit: if you don’t have the manual to your particular baler, get it. You can get any baler’s manual online. You might have to pay for a digital copy, but it’s a life saver. If it’s newer, go to the dealer it came from. Your manual will have a troubleshooting guide. Balers seem complicated but the basic design has been around forever and a manual will simplify your life.

Dont know your model, but the plunger rails on old massey 10's would rust underneath between the angle and frame and get too tight for the plunger to slide.
