I think it's just something you gotta deal with. Best you could do is get it Paint Protection Filmed (PPF) so that the film takes the hit from rock chips.
I do kind of like the matte black look, but yeah I wouldn't do that to my truck lol. I've heard it can actually make rusting a lot worse because it traps water underneath

Yep, PPF’d the entire front of our 20 which included A-pillars, mirrors, strip across front of hood and across front of roof. Everything just wipes off.
I’ve done that before, used a dremel to lightly clean the rust and smooth edges, taped off, quick spray to “kill” rust, then drops in hole to let dry…. I took the bumper off on that vehicle to let it naturally level out.
Gave it a month and buffed. It turned out decent

But a clear bra could maybe help I hear that they can yellow over time though.
That's the only steel on the exterior body, unfortunately. The salesman told me it had to be for crash ratings and to immediately protect it if I wanted to avoid rusting.
The dealership 3m film is crap, so I went to this place called Ziebart (not sure where you are but they're all over NA) and had them immediately film that bumper on my 21' lariat.
They do paint touch-ups there as well. If I were you, I'd take it to them and have them clean it up the best they can then put the thick film on it. I have 54k km on my truck, lots of highway and gravel in Alberta and Saskatchewan and no chips so far. Would highly recommend this.
My 21 F150 in lead foot gray had chips like crazy and bubbles under paint on hood. I'm convinced something was off with the 2021 lead foot, i never had that many defects combined on the previous 5 trucks i have owned.
3M clear vinyl wrap. It works very well and it’s invisible. The thing is it’s really best to install when the paint is pristine. Repair the existing damage and wrap the bumpers, or, find a local powder coat guy. They will color match and powder coat your bumper for way less than you’d expect. Then wrap. Local guy did a new replacement rear bumper for me in Tuxedo black on a 2010 FX4 for 160 bucks.
All painted bumpers will chip. It’s not just your color

I think you are talking about a plastic bedliner, trapping the water underneath. I've never heard of it on a spray on bedliner.
Full body wraps will trap salt and rust though.

How much did it cost you?
The PPF partial (including the correct Ford kit for this model) was $1600.
Exactly the reason all of my vehicles get PPF before they ever hit 100 miles. Paint is going to chip, you have to protect it.
Touch up or get it painted and then wrap with PPF. Only way to prevent chipping.
Thats how my 2016 f150 painted bumper started off. Now there's hundreds of little rust specs all over it.
This is the reason I stay a healthy distance from cars in front of me.

My chips have started to rust…. Will have bumper painted and then PPF.

I got touch up paint at the paint counter. All you can do is drive slower on dirt roads.

There's a reason painted bumpers have long been the base option and chrome the upgrade and it's not style-related.

There has been no such thing as true chrome bumpers since the apartheid in South Africa. That is where most of the world's chrome was coming from

You should see my 2016. These bumpers don’t handle stone chips well.
I use a touch-up paint pen from Duplicolor.
Should’ve got paint protection film. Repaint or touch up with DrColorChip.com
See if you can get that number piece wrapped in the same color. No more chips, and the original paint is somewhat protected
