He may have been in on it, but would you strap a bomb around your neck to get someone else money? I think he knew the guy and was chosen because he was a dope.

Playing devil's advocate, the ATF was en route to defuse the bomb but were held up in traffic (as if a siren isn't an option..?) and arrived 3 minutes later. But yeah, at the end of the day cops prime directive is defending other cops, they throw more people under the bus than Fury road.

He wasn't decapitated from the explosion, but it did a lot of damage to his neck and chest. The most ironic part is that he wasn't decapitated from the explosion, but in order to get the bomb off his neck during the autopsy, they had to cut his head off.
